I have the honour to acknowledge the receipt of Your Excellency's letter No. 2123/1914 of the 4th, instant and the enclosure thereto, and to infom Your Excellency that I consi- -der the proposed addition to the Transport Discipline Regulations 1917 appears to embody everything which it is desired to bring he about save that of adopting compulsory service whereby any cer- -tificated officer could be compelled to serve on board a merchant ship despite the fact that he had not signed articles.
